Performance monitoring
What you can expect
As a charter school sponsor, you are accountable for meeting the performance expectations set out in your contract.
Performance monitoring is a structured way to assess whether those expectations are being met. It ensures there is a clear, evidence-based view of your school’s performance over time.
You will work with a Performance Monitor, who is responsible for reviewing your progress and reporting on your performance.

How monitoring works
Your performance will be assessed against the measures in your contract.
Your Performance Monitor will:
- review the information you provide, alongside other relevant information where available
- meet with you for monitoring meetings from time to time
- assess your progress against your contracted targets
- identify any risks to delivering on your contract
- report on your performance to the Authorisation Board.
Where risks or performance issues are identified, they may be escalated.
Your Performance Monitor may also consider information from other agencies (e.g. the ERO, NZQA and the Ministry of Education). Information may be shared or considered to build a complete view of your performance.
Your responsibilities
You are expected to:
- provide accurate and timely reports on performance
- show progress against all contract measures
- keep clear and credible records to support your results
- notify your Performance Monitor of risks or issues as they arise
- respond to requests for additional information.
Providing high-quality, timely reporting helps ensure your performance is assessed fairly and accurately.
Monitoring during establishment
During the establishment phase, monitoring focuses on your readiness to open.
You are expected to:
- deliver the milestones in your Establishment Plan
- provide progress updates
- identify and manage any risks to opening
Your Performance Monitor will confirm when required milestones have been met and whether your school is ready to open. This will be based on your Establishment Plan, supporting evidence, and any relevant external information including from ERO.
After your school opens
Once your school is operating, monitoring focuses on your ongoing performance.
You are expected to:
- report regularly against your contracted measures
- provide evidence to support your results
- respond to any requests for information, including providing timely follow-up where monitoring identifies issues, risks or inconsistencies.
Your Performance Monitor will assess this information and report to the Authorisation Board.
