This page gives an overview for groups thinking about becoming a charter school sponsor.
Note: at this stage there is no further funding available to establish new charter schools. We welcome enquiries from those looking to convert an existing state or state integrated school.

Read an overview of what a charter school is
Charter schools have more flexibility than state schools, but in return they must meet clear performance expectations.
If you open a charter school, or convert an existing school, you will enter a contract. This contract sets out:
- minimum expectations for student attendance and achievement
- you must meet these expectations and show steady improvement over time.
- financial management requirements
- legal and contract requirements.

What to expect from the application process
We've set out the steps from initial Expression of Interest through to a school opening below.
1. Expression of Interest (EOI)
You submit an EOI. We review it.
2. Initial review
If your EOI is complete, and there are no obvious issues, we will explain how to get support for your application.
3. Developing your application
While you prepare your application, we will:
- talk with you about how you will engage with your community
- provide key information, including possible funding scenarios
- carry out some initial checks.
4. Submitting your application
After you submit your application, we will:
- review it in detail
- identify any missing information or issues
- carry out checks on the application and the people involved (such as police vetting and other background )
- ask the Ministry of Education and Education Review Office for their input.
5. Referral to the Charter School Authorisation Board (the Board)
So long as we don’t find any major issues, we’ll send your application to the Board.
6. Board review
The Board reviews your application and decides if it should move to the next stage.
7. Interview
The Board will interview you
- For converting schools, the Board will then decide whether to proceed to its own community engagement. The Board will consider any feedback from that engagement in its decision.
8. Decision
The Board makes a final decision.
9. Contract negotiation
If your application is approved, we will work with you to agree on a contract.
10. Setting up the school and preparing to open
Once the contract is signed, work begins to set up the charter school.
We will work with you as you get ready to open.

Support is available to help sponsors through the process and during the early stages of running a school.
This includes:
- help with preparing your application
- support when setting up the school
- operational support for up to six months after opening
